Our Purpose

As a financial management service company, 406 Financial Services provides payroll management services for Veteran Directed Care programs. Serving more than 600 veterans and their caregivers each year, 406 Financial Services contracts with Aging and Disability Network Agencies in area codes from coast to coast.    

In addition to serving as a fiscal agent for the Veteran Directed Care program, 406 Financial Services also offers fiduciary services to help individuals manage their funds and protect their financial interests.

Our History

Debbie Lester and Kim Fraser spent a combined 53 years working together at Missoula Aging Services; Debbie as the Chief Financial Officer and Kim as the Accountant. Through their creative collaboration while at Missoula Aging Services, they worked together to implement countless programs and services for older adults, including the Veteran Directed Care program. They eventually formed 406 Financial Services in 2018.    

When 406 Financial Services was originally incorporated, it was formed as an LLC of Missoula Aging Services. As the demand for services increased, Debbie and Kim saw the potential to serve veterans, not only in Montana (area code 406), but also in underserved areas throughout the United States. In 2024, Debbie and Kim purchased 406 Financial Services from Missoula Aging Services. They, along with the other 406 Financial Services team members, are proud to continue providing a wide range of expert financial services for veterans, older adults, caregivers, and partner organizations.

Our Team

Debbie Lester

Co-Owner

Debbie graduated from the University of Arizona in Gerontology and from Arizona State University in Business Administration. She served as the Chief Financial Officer at Missoula Aging Services for more than two decades. Her professional experience before Missoula Aging Services was as a non-profit auditor and in the banking industry as a vice-president.  

Debbie not only oversees the day-to-day operations at 406 Financial Services, but also serves in the role of Trustee, Successor Trustee and Conservator for several clients, and provides consulting and accounting services for multiple Montana based Area Agencies on Aging.  

Like all the staff at 406 Financial Services, Debbie believes in a broader mission of serving older adults and promoting their independence and dignity, by providing financial management services. Debbie is always the first to say that “the work that we do is life changing.” She is proud to lead an organization committed to serving our veterans and others in need of managing their financial assets as they age. 

Debbie is the mother of three and grandmother to four. She has always valued the importance of community engagement and volunteer service and is in her 13th year serving as Chair of a local school board. Her down time is usually spent surrounded by family and friends, enjoying all the beauty and adventure that Montana holds.

Kim Fraser

Co-Owner

Kim is a graduate of the University of Jamestown, ND.  She earned her degree in Human Resource Management while going to school on an athletic scholarship. Kim’s experience in Human Resources and Accounting makes her uniquely well positioned to work with Veterans and their caregivers as she helps to facilitate the employer/employee relationships.   

In her role of overseeing the Veteran Directed Care (VDC) Financial Management Services, Kim also works directly with the IRS, federal and state tax departments, the Veterans Administration, and the Care Teams within each of the six states where 406 Financial Services operates. 

Kim loves working with the Veteran Directed Care program and all the team members. With her keen attention to detail and deep knowledge of the VDC program, entities contracting with 406 Financial Services can count on detailed budgeting and spending support as well as timely reporting.  

Kim lives in Missoula, MT. Outside of the office, she enjoys spending time with her husband and kids. She also enjoys hiking, traveling and watching any-and-all sporting events.

Ester Cole

Fiscal Agent

Esther joined the 406 Financial Services team as a Fiscal Agent for the Veterans Directed Care (VDC) Program in 2022. In this role, Esther manages the onboarding of new veterans and their employees, including processing payroll and handling monthly and quarterly tax duties.  

Prior to joining 406 Financial Services, Esther graduated from the University of Montana and worked in the fast-paced banking industry where she honed her exceptional customer service skills.   

Esther firmly believes in the value of the VDC program, “I love this program and the way we assist in the enrichment of the lives of our clients. This program helps to keep Veteran’s in their own home, as comfortable, and taken care of as possible.”  

Esther lives in Whitehall MT, and enjoys hiking, fishing, camping, baking, and playing with her two young sons.

Keri McWilliams

Professional Fiduciary & Fiscal Agent

After 25 years of working in leadership positions within the nonprofit sector, Keri made a career shift to join the 406 Financial Services team in 2025. In her role as a Professional Fiduciary and Fiscal Agent, Keri is entrusted with making important financial decisions on behalf of her clients. Depending upon the unique needs of each individual or family, Keri can serve as a Trustee, Successor Trustee, Conservator, Financial Power of Attorney, Personal Representative, Executor of the Estate, or Daily Money Manager.   

Keri holds a Master’s Degree in Public Administration from the University of Oregon and completed the Professional Fiduciary Certificate Program through the University of California Riverside’s Professional Studies Office. She enjoys working with a broad range of clients and is a steadfast advocate and partner in ensuring her clients’ assets are protected, well-managed and only utilized with their best interests in mind.    

Keri is based in Missoula, MT and outside of the office, you’ll find her on an adventure of some sort…typically involving camping, hiking, biking, or kayaking.
