Primary Veteran Directive Care

In 2008, the Administration for Community Living began a partnership with the Veterans Health Administration to serve veterans of all ages at risk of nursing home placement through the Veteran-Directed Care (VDC) program. The VDC program provides veterans with opportunities to self-direct their long-term service and support needs while continuing to live independently at home. Eligible veterans manage their own flexible budgets, decide what mix of goods and services best meet their needs, and hire and supervise their own workers.
406 Financial Services contracts with Aging and Disability network agencies in six states to provide Financial Management Services (FMS) for Veterans participating in the VDC program. As a FMS provider, 406 Financial Services:
- Acts as a payroll agent and processes timesheets, payroll taxes, and other employment-related requirements
Arranges Worker’s Compensation in jurisdictions where such coverage is required
Issues W2 forms to employees for tax purposes
Maintains all financial records
Completes employee background checks
Prepares a regular budget report
Answers any questions the Veteran or employees/caregivers have about payroll matters
